After the explorative work phase 2000-2001 and the EU-funded phase I 2002-2003, conclusion of the EU-funded work programme will be on September 31, and the final administration and report to be delivered on December 31, 2003.

SUMMARY of decisions

Sweden / CAN:

After Gunnels retreatment a new librarian named Eva Jansson workes at the library and will be introduced into the project work by Gunnel. CAN is likely to furtheron engage in the project and to continously deliver contributions to the Swedish website records.

à notice of added value for the library in terms of discovering web based documents, publications and knowledge about institutions in the field.
à Language barriers remain for Finland, Norway, Iceland, Denmark. Despite unsuccessfull contact trials with Danish potential cooperators, other Elisad members should try to motivate H. Meinert from "Videns- og formidlingscenter for Socialt Utsatte" (head organisation with 5 different organisations) www.alkoholviden.dk or www.via-alkohol.dk

Norway / SIRUS:

Since the Norwegian catalogue records have been contributed on voluntary base during the 2002-20003 phase, and familiarity with the tools is established, it is planned to continue input on new emerging Norwegian websites.

United Kingdom / DrugScope:

The DrugScope team has planned to contribute 30-43 full records to the catalogue, to be done until end of December 2003. They wish to maintain their high level of involvement and include pan-European websites. Efforts will be done in order to perform some proof-reading.

Elisad / Proofreading:

Stephan Schulte-Naehring has done a great amount of language proof-reading of catalogue records, and thereby secured a hingh level of data consistency. Since he will end this job after the Dublin meeting, precautions are recommended to ensure future proof-reading

Poland / IPN Library:

Explorative web searches on the subjects "drug abuse" / "dependency" using search engines effected 7000 50.000 results, necessity is evident to achieve controlled access using the gateway tool. Estimated 200 websites are of interest to be revised more in-depth, in order to achieve a selection. Readiness for limited commitment to the project, in general a need for funding to strengthen the resources.

Italy / Gruppo Abele:

A large number of websites exist together with big variation in quality. A work sharing strategy between the Italian documentation centres is planned to be realised in order to secure contributions on a regular base. The Centro of Regio Emilia is willing to be involved. A November meeting can serve to provide trainings for data input and use of facilities. Elisad should actively involve more Italian contributors.

Germany / Archido:

Since a high volume of websites from Germany is recorded and listed in progress, the input of full descriptions is planned to be furteron be continued. Participants have to be found to cover Austria and Switzerland, because there is a large amount of websites.

Hungary / ESZSM Library:

Contacts to AOD institutions and correspondence about the gateway project have been performed. Feedback on the gateway website is positive. The listed Hungarian websites have been revised, and the suggestion is to not include 7 of them, for the other 3 full descriptions can be provided. New websites are proposed. Annotations are provided to the group. The resources are limited and the project commitment will need further investigation.

France / Toxibase:

The Toxibase team did enter many descriptions and plans to go on to provide descriptions to limited extent. Given the big volume of websites, priorities will be set on quality, to select websites, and help with contributions is expected from OFDT
Proposition to improve technical features of the statistics, e.g. topics of browsing, search terms. French-languaged Belgium was discovered to be a gap.
INPES, France will report on the workshop and inform about visions to appear.

Netherlands / Trimbos:

Future updating on dutch website records is planned to be done. Options for hosting of the database on the Trimbos server have to be analyses using the CD rom material distributed.

Belgium / VAD:

Updating of the flemish section with website descriptions is planned to be contributed. For the french part, 3 little drug libraries are known and will be contacted in order to motivate them for cooperation.

Slovenia / Faculty of Social Sciences Library:

Possibilities of cooperation will be investigated.

Ireland / HRB:

Updating and catalogue records for Irish will be furtheron contributed. Readiness to assist in the proof-reading is stated.

Spain / PND:

Further cooperation and updating on Spanish websites have been confirmed.

Lithuania / CEEHRN:

Interest in the project and readiness to cooperate have been stated.

Czech Republic / SZU:

Readiness to furtheron contribute records on Czech / Slovak websites has been confirmed.

DIRECTIVES for work

1 web research and identification of AOD websites
2 review of websites according to their quality and basic info as lined out in the selection criteria.
3 before describing any resource, it must be checked if the URL is already in the catalogue. See especially the in progress files from your country.
4 the presence of the URL in the black list must be checked.
5 the website can be described with the winputform and then sending for exchange and correction with one of the phase 1 group members is required.
à submission of the first 3 records to the phase I mentors for feedback, subsequent the provision of the password for the onlineform by mentors to new members
6 input of the data by participants. It is highly recommended that each participant gives input priority for the most relevant web sites among the whole selection list
7 preferably input recording in English. Original language input is possible to compensate limited resources, but should remain exceptional

PROCEDURE

à ALL gateway project participants have to be Elisad members.

· All participants (phase I and II) mentioned in this protocol are requested before 31 October 2003 to send a letter of intent stating their commitments to the gateway project, refering to this protocol and specifying the responsible contact person and email address to Elisad c/o Toxibase, Thomas Rouault. New participants from the Eastern European countries should indicate their needs for support, in terms of training, translation, workload, travel, in order to enable a budget planing to be submitted to EC.
· Mentorship for input of the new participants will pertain to the phase I group members. The phase I member will indicate before October 31 their proposal to mentor a new participant or country to Elisad c/o Drugscope, Christine Goodair.
· The application for phase II funding will be completed by a steering group composed of Toxibase, Drugscope, J.Moen (Elisad chair) and S.Prepeliczay in order to submit it to the indicated programmes and potential donors in the perspective of 2004.
· The former coordinator, Susanna Prepeliczay will function as an external monitor and furtheron accompany the project process. The promotion officer Anne Singer will be able to contribute to the project work from January 2004 on. Susanna can be contacted using the email during end 2003 (answer windows: until 9 October, 3 November 14 November, 8 December 19 December) A new email address will be provided in December to enable the 2004 contacting.
